Jacerys might have foreshadowed a future event in House Of The Dragon Season 2 Episode 7
A major betrayal might have just been teased.
While Rhaenyra has certainly gained an upper hand in the upcoming battle by inviting people to claim dragons, we are yet to see how this decision pans out in the end. Jacerys was the one who suggested they look for more riders for their dragons, but now that he sees Valyrian bastards laying their claim, he’s worried people might rear their ugly heads later on.
House of the Dragon season 2 has furthered the story extensively by including more characters and showing the real motives of existing characters. The dragonseeds, on the other hand, remain elusive as we don’t know what they truly intend to achieve.

Jacerys foreshadows Hugh’s future actions
Though Jacerys initially thought it would be a great idea to have more riders for their unclaimed dragons, he soon felt threatened as the Valyrian bastards are able to claim dragons. This gives them a god-like feeling that eventually opens doors for the bastards to demand more. Very rightly, Jacerys warns Rhaenyra saying these silver-haired dragonriders may someday wish to claim the Iron Throne.
Fans believe this seems to hint at Hugh’s future actions as we read in George R.R. Martin’s Fire & Blood. Up till now, Hugh seems to be a family-oriented man who cares a lot for his wife and daughter. He wishes to claim a dragon and join the war to protect them at first.

Hugh Hammer is one of the dragonseeds who try to claim a dragon at the behest of the Black Queen Rhaenyra. After much struggle, he is able to control the biggest dragon to exist after Vhagar, Vermithor. However, his demeanor soon takes a turn for the worse in the book. He betrays the Blacks and joins the Greens only to usurp the Iron Throne. Hugh believes he can do a better job at taking care of the smallfolk despite killing innocents in the war.
Reddit shows comments of people who think Hugh will betray the Blacks the first chance he gets as his ambition gets the better of him. Moreover, a very valid reason for the power getting to his head is his surety that he is the son of a true Targaryen. Other bastard sons who rise up and try to claim dragons are not sure who their parents are. Whereas Hugh is sure of his lineage and once Vermithor responds to his claim, he is bound to feel invincible.
