Ryan Condal explains why Alicent is unwilling to hear Rhaenyra out and stop the war
Alicent can’t call off the conflict, which symbolizes that the Targaryen civil war is inevitable.
Episode 3 of the House of the Dragon Season 2 has plenty of exciting moments, including Alys Rivers’ first appearance in the show. The interaction between Rhaenyra and Alicent toward the end of the episode is an interesting scene, as it finally reveals both the characters realizing that the civil war over the Iron Throne started because of the latter misunderstanding of Viserys’ words of a prophecy related to Aegon. Rhaenyra tries to beseech Alicient into putting an end to the brewing war only to see her efforts going in vain.

Why did Alicent turn down Rhaenyra’s request to stop the war?
In a video titled “Inside the episode – S2, Ep 3“, the showrunner Ryan Condal has explained both the motivation behind Rhaenyra’s visit to Alicent and the reason for the latter refusing to pursue peace. Ryan Condal said, “Rhyaenyra does not get what she wants. It’s not because Alicent is unwilling to hear it. It’s simply because Alicent is saying, ‘My power has been stripped away.'” He explains, “Even if she wanted to do something, she feels like her hands are tied.”
Both Teams Black and Team Green have so far suffered significant losses, and the full-fledged civil war hasn’t even started. “Rhynera sees what’s coming. She is trying to put an end to it and to beseech Alicent to help her see that through.” Condal continues, “She sees it as her job as a Sovereign to risk herself before she risks the lives of possibly millions of the realm.”
