In House of the Dragon, Oscar is depicted as the young grandson of Grover Tully and the heir to Riverrun. Oscar is played by the young actor Archie Barnes. Relatively early in his career, Barnes appeared in a scene opposite Robert Pattinson in The Batman.

In House of the Dragon, Daemon Targaryen visits Harrenhal to raise an army for Rhaenyra. He asks Simon Strong to summon the Lord Paramount of the Riverlands. Expecting to meet Lord Grover Tully, Daemon instead encounters Grover’s grandson, Oscar, since Grover is bedridden and ill. Oscar nervously informs Daemon of Grover’s poor condition.

Daemon suggests that Oscar hasten his grandfather’s demise to claim his inheritance and support the war effort. Oscar refuses, horrified, saying he loves Grover like a father. He also refuses to make decisions on behalf of his grandfather. Frustrated, Daemon insults Oscar and storms out.

In the books, Oscar is Lord Grover Tully’s great-grandson, Elmo Tully’s second son, and Kermit Tully’s younger brother. He is known for his red hair, pride, and warrior determination. While his brother Kermit was described as a “green boy,” Oscar was considered even greener yet eager to prove himself in battle.

Oscar Tully was knighted on the battlefield after heroically slaying three men in the Battle of the Kingsroad. As one of the Lads, he marched to King’s Landing after the battle but eventually deferred to Lord Cregan Stark. Following the Dance of the Dragons, Oscar formed a free company called the Stormbreakers and left Westeros for the Free Cities.

In the television adaptation House of the Dragon, Oscar’s character is merged with Elmo and Kermit Tully. This adaptation condenses the complex family history for the sake of the storyline.

Oscar Tully’s character is a playful nod to the beloved Muppets. His name, along with his brother Kermit, his father Elmo, and his great-grandfather Grover, are humorous references to the famous puppet characters. George R.R. Martin, the creator of the series, enjoys sprinkling such whimsical elements into his work.
